White body and head with striking black patches on the shoulders.
Long, pointed wings with black outer primaries.
Red eyes (though not clearly visible from this angle).
Frequently seen hovering in place, like in your photo, while hunting for prey such as rodents or insects.

The Black-shouldered Kite is commonly found in open grasslands, rice fields, and wetlands—habitats abundant in Tràm Chim National Park.
